Fred Brinkley has served in a number of roles in both the private and public sectors during his professional career. He was a community pharmacist at Hillcrest Pharmacy in San Antonio, a professional service representative for E.R. Squibb & Sons, Inc., and the Director of Public Affairs of the Texas Pharmacy Association (TPA) and Assistant to the Dean of the UT College of Pharmacy (in a joint role). Mr. Brinkley was subsequently appointed as Director of the Iowa Drug Abuse Authority by Iowa‘s Governor Robert D. Ray before returning to Texas to become the Executive Director of the Texas State Board of Pharmacy (TSBP). After serving as TSBP Executive Director for over two decades, he became Vice President of Professional Affairs for Merck-Medco Managed Care for 13 years and then served as a pharmacy regulatory consultant until his retirement in 2020. In addition, he was a faculty member and taught the pharmacy and drug law course at UT’s College of Pharmacy for 30 years and co-authored the Texas and Federal Pharmacy and Drug Law textbook used by all colleges of pharmacy in the state of Texas.
Mr. Brinkley received his B.S. in pharmacy from The University of Texas at Austin, attended Drake University’s Graduate School of Public Administration, and received his M.B.A. from the McCombs School of Business at The University of Texas at Austin.
